تحلیل مقایسه ای وضع موجود و مطلوب شاخص های حکمروایی خوب شهری در شهر جدید گلبهار از دیدگاه شهروندان و مدیران

چکیده

سیر تاریخی روندها و گرایش های حاکم بر ویژگی های شکلی و محتوایی الگوهای توسعه، نمایانگر نوعی تکامل شکلی، مفهومی و محتوایی می باشد؛ به گونه ای که از برداشت ها و باورهای تک ساختی و تک ساحتی رو به سوی برداشت ها و باورهای چند ساختی و چند ساحتی هدایت شده است. حکمروایی خوب شهری همواره رفاه عمومی شهروندان و سلامت اجتماعی آنها را در نظر گرفته  که سیاست‌ها و برنامه ‌های آن در چارچوب شاخص‌های خاصی قرار می‌گیرند. تحقیق پیش رو  به تحلیل مقایسه ای شاخص ها و ابعاد حکمروایی خوب شهری از دیدگاه شهروندان، کارشناسان و مدیران در وضع موجود و مطلوب می پردازد. روش تحقیق از نوع توصیفی- تحلیلی است که به بررسی نقطه نظرات شهروندان، کارشناسان و مدیران شهری در خصوص وضعیت ابعاد حکمروایی خوب شهری و همچنین وجوه تشابه و افتراق آنها و دامنه اختلافات و  همسانی های آنها پرداخته است. منابع گردآوری داده ها کتابخانه ای- اسنادی و استفاده از ابزار پرسشنامه بوده است که  تعداد 385پرسشنامه برای شهروندان و تعداد 48 پرسشنامه برای کارشناسان و مدیران شهرداری و شورای شهر توزیع گردید. آزمون های مورد استفاده در این تحقیق  با نرم افزار SPSS شامل تی تست زوجی،  فریدمن می باشد. نتایج بدست آمده از تحلیل  مقایسه ای شاخص ها نشان می دهد از نظر شهروندان پیرامون وضعیت متغیرهای تحقیق جهتگیری توافقی، مسئولیت پذیری و از نظر مدیران مسئولیت پذیری و عدالت همه جانبه مهم ترین عوامل می باشند. در نهایت نمودارهای راداری حاصل از تحلیل زوجی داده ها نشان می­دهد که از نظر شهروندان و مدیران، شکاف معناداری بین وضع موجود و مطلوب جود دارد. با این توضیح که از نظر شهروندان شفافیت و مسئولیت پذیری با عدد2.47 در وضعیت موجود و عدد 3.99 و 4.02 در وضعیت مطلوب بیشترین اختلاف میانگین را در بین شهروندان دارد.

چکیده [English]

Good urban governance always considers the general welfare of citizens and their social health, whose policies and programs are placed in the framework of certain indicators. The upcoming research deals with the comparative analysis of indicators and dimensions of good urban governance from the point of view of citizens, experts and managers in the current and desired situation. The research method is of a descriptive-analytical type, which examines the points of view of citizens, experts, and urban managers regarding the state of dimensions of good urban governance, as well as their similarities and differences, and the scope of their differences and similarities. The sources of data collection were library-documents and the use of questionnaire tools, 385 questionnaires were distributed to citizens and 48 questionnaires were distributed to experts and managers of the municipality and the city council. The tests used in this research with SPSS software include paired t-test and Friedman. The results obtained from the comparative analysis of the indicators show that according to the citizens, the variables of the research are consensual orientation, responsibility, and according to the managers, responsibility and all-round justice are the most important factors. Finally, the radar charts obtained from the paired analysis of the data show that there is a significant gap between the current and the desired situation from the point of view of citizens and administrators. With the explanation that according to the citizens, transparency and accountability have the largest average difference among the citizens with a number of 2.47 in the current situation and 3.99 and 4.02 in the desired situation.
