Abstract

The increasing development of urbanization is one of the prominent characteristics of social life in the current era, which has had a profound effect on human societies. In accordance with the development of urbanization and the emergence of megacities, urban management has also gradually evolved. The changes in the urban living environment have gained such momentum that it has forced experts in various fields to study and study continuously to overcome the problems of big cities. Today, cities of any size and dimension need an optimal management in order to reduce cultural, social, and service problems, create peace and comfort, administer justice effectively and strengthen the spirit of citizens' participation, and this itself requires an integrated urban management. The purpose of this article is to identify the key drivers effective in creating an integrated urban management with a forward-looking approach and scenario-based planning in the city of Qom. In terms of practical purpose, the current research is a combination of documentary and survey methods at the exploratory level and is based on the future research and scenario approach. The method of collecting information is library and field studies. Structural analysis and scenario planning methods are used in this research. The software used in this research is Scenario Wizard and MIC MAC software. The results of the structural analysis model showed that the most important and key variable in the creation and development of integrated urban management in the city of Qom is the administrative-institutional and legal variable. The final results also showed that 6 scenarios with strong and likely compatibility are facing the development of integrated urban management in Qom, which have provided promising conditions for the development of integrated urban management in Qom city.
