Abstract

The consequences of the non-participatory urban planning and management process have not been very successful, according to the experts in the urban field. Based on this, following the expansion of urbanization, a paradigm has been formed from a government perspective to a governance perspective, and the need to face new challenges arising from the growth of urbanization has caused a fundamental change in the views and approaches of urban management. Therefore, the aim of the current research is to prioritize effective management indicators in the development of Kangan city. The type of research is developmental in terms of purpose and descriptive, analytical, causal and survey in terms of method. The required information has been obtained by studying library sources, documents, as well as field studies, and data analysis has been done with the AHP method. The statistical population of the research includes 90 experts and specialists in the field of urban planning and management, and the sample size was determined by the snowball method. Based on the results of the hierarchical analysis, managerial/political and social/cultural criteria have been placed in the first and second priority, respectively. Also, according to the rankings in the AHP model, neighborhoods four and two are ranked first and second with a score of 0.181 and 0.167, respectively, and neighborhoods eight and ten are ranked last, and finally sub-criteria such as responsibility and accountability of officials, motivation and insight are suggested. Strategic, social justice, community-oriented and collective action, urban development laws and management, construction measures and urban infrastructure, and environmental management and knowledge should be prioritized in planning.
