تحلیل چالش‌ها و نیازهای دیپلماسی شهری در کلان‌شهر مشهد

چکیده

در روزگاری به سر می‌بریم که تار و پود آن بر پایه‌ی ارتباط میان کشورها شکل گرفته است و جهانی‌شدن، سرنوشت فضاهای جغرافیایی ـ به ویژه شهرها ـ را به هم پیوند داده است. در فضای جهانی شهرها که ویژگی اساسی آن، همکنش ترازهای مختلف قدرت در درون و برون از مرزهای سرزمینی است، مدیریت شهری بایستی رویکرد مناسبی برای کنش‌مندی در این فضا برگزیند. دیپلماسی شهری رویکردی شایسته‌ برای این هدف است. این پژوهش در پیِ شناخت و تحلیل مشکلات و نیازهای شهر مشهد در زمینه دیپلماسی شهری می‌باشد. گردآوری داده‌ها از طریق تشکیل پنل(با شرکت 30 تن در چهار کارگروه با موضوع دیپلماسی شهری در مشهد) و مصاحبه نیمه‌‌ساختاریافته (با 10 تن از مدیران و مسئولین) بوده است. در نتیجه‌ی پنل، 42 اولویت در چهار محور(اقتصاد بین‌‌الملل و سرمایه‌‌گذاری خارجی؛ سازمان‌‌های بین‌‌المللی؛ مسائل اجتماعی- فرهنگی و زیارت؛ ارتباطات و تبلیغات بین‌‌الملل) به دست آمد. داده‌های مصاحبه نیز پس از کدبندی، در سه مقوله‌ دسته‌بندی شدند. نتایج نشان‌دهنده این است که چه کارشناسان و چه مسئولین بر این باورند که مشکلات و نیازهای مشهد فراوان است و گشایش آن‌ها بدون رابطه با سایر کشورها امکان‌پذیر نمی‌باشد. بنیادی‌‌ترین چالش دیپلماسی شهری مشهد را، «ذهنیت» مسئولین و «نبود شناخت راستین» از فضای جهانی شهرها و همکنش شایسته با آن نشان می‌دهد. پس از آن مشکلات برآمده از سیاست خارجی کشور و مشکلات مربوط به ساختار مدیریت شهرها قرار دارد. اساسی‌‌ترین نیاز و پیشنهاد برای مدیریت شهری، بهبود روابط با جهان در تراز ملی است، آینده دیپلماسی شهری مشهد را تا اندازه‌ی زیادی، وضعیت ایران در جهان نمایان خواهد ساخت؛ وضعیتی که خود برآمده از نحوه تعامل با جهان خواهد بود.

چکیده [English]

We are living in a time where the fabric is formed based on the relationship between countries and globalization has linked the fate of geographical spaces - especially cities. In the global space of cities that its essential characteristic is the interaction of different levels of power within and outside the boundaries of the land, urban management should practice a proper approach to adopt in this space. Urban diplomacy is a suitable approach for this purpose. This research seeks to identify and analyze the problems and needs of Mashhad in the field of urban diplomacy. The data was collected through the formation of a panel (with the participation of 30 people in four working groups on the topic of urban diplomacy in Mashhad) and semi-structured interviews (with 10 Managers and officials). As a result of the panel, 42 priorities were obtained in four categories (international economy and foreign investment; international organizations; socio-cultural issues and pilgrimage; international communication and advertising). After coding, the interview data were categorized into three categories. The results show that both experts and officials believe that Mashhad has many problems and needs and that it is not possible to open them without relations with other countries. The most fundamental challenge of Mashhad's urban diplomacy is the "mentality" of officials and the "lack of true knowledge" of the global space of cities and proper interaction with it. After that, there are problems arising from the country's foreign policy and problems related to the management structure of cities. The most basic need and proposal for urban management is to improve relations with the world at the national level, and the future of Mashhad's urban diplomacy will show Iran's situation in the world to a large extent; A situation that will arise from the way of interacting with the world.
