چکیده
رشد سریع و بی‌رویه شهرنشینی مشکلات زیادی را به همراه داشته است. یکی از مشکلات عمده وجود ساختارهای شهری ناکارآمد است. توسعه بهینه چنین ساختارهایی مستلزم آن است که برنامه ریزان و سیاست‌گذاران با درک دقیق از وضعیت شهر، بهترین رویکردها و مدل‌ها را برای تعیین مسیر توسعه انتخاب کنند. یکی از ابزارهای مناسب، تبیین سناریو مناسب بازآفرینی با استفاده از روش نوین برنامه‌ریزی سناریو در بهسازی این‌گونه بافت هاست. منطقه 6 مشهد به دلیل وجود بافت‌های فرسوده و سکونتگاه‌های غیررسمی با مشکلات و چالش‌هایی در ابعاد مختلف مواجه است. روش تحقیق حاضر از نوع توصیفی- تحلیلی است که با استفاده از نرم‌افزار MaxQDA و تکنیک دلفی، محرک‌های کلیدی شناسایی شده و با استفاده از روش سناریونگاری و نرم‌افزارMICMAC و Scenario Wizard، سناریوی مطلوب و بحرانی مورد بررسی قرار گرفته است. نتایج تحقیق حاکی از آن است که عوامل پنج‌گانه به ترتیب1- شیوه برنامه‌ریزی و مدیریت شهری با امتیاز 4.8، 2- امنیت اجتماعی با امتیاز 4.8، 3- جلب مشارکت و سرمایه‌گذاری با امتیاز 4.5، 4- مهاجرت اتباع و تعامل و مشارکت‌پذیری ذینفعان(انسجام و همیاری اجتماعی)با امتیاز 4.08، 5- راندمان دستگاه‌های نظارتی با امتیاز 3.8 و 6- توسعه بافت ناکارآمد منطقه 6 با امتیاز 3.6 نقش کلیدی و اساسی در بازآفرینی دارند. همچنین بر اساس دو موقعیت متضاد که دارای دو عدم قطعیت بحرانی بودند، 1- برنامه‌ریزی از پایین به بالا/ مشارکت و همکاری ذینفعان و تأیید سکونت ساکنین اصلی، 2- رشد قانونی منطقه/ ارتقای امنیت اجتماعی، سناریوهای آینده بازآفرینی بافت ناکارآمد منطقه 6 تدوین و بر این اساس سناریوی مطلوب شکوفایی منطقه و سناریوی بحرانی آن منطقه دربند ارائه شد.

The rapid and indiscriminate growth of urbanization has brought many problems. One of the major problems is the existence of inefficient urban structures. The optimal development of such structures requires that planners and policy makers with a detailed understanding of the state of the city choose the best approaches and models to determine the direction of development. One of the appropriate tools is to explain the appropriate scenario of regeneration using the new scenario planning method in the improvement of such textures. Region 6 of Mashhad is facing problems and challenges in different dimensions due to the existence of worn-out textures and informal settlements. The present research method is descriptive-analytical, using MaxQDA software and Delphi technique, key drivers have been identified and analyzed by using scenario writing method and MICMAC and Scenario Wizard software. The results of the research indicate that 5 factors respectively 1- urban planning and management style with a score of 4.8, 2- social security with a score of 4.8, 3- attracting participation and investment with a score of 4.5, 4- Migration of nationals and stakeholder interaction and participation (social cohesion and cooperation) with a score of 4.08, 5- Efficiency of monitoring devices with a score of 3.8 and 6- Development of inefficient texture of region 6 with a score of 3.6 plays a key role in They are recreated. Also, based on two conflicting situations that had two critical uncertainties, 1) bottom-up planning, participation and cooperation of stakeholders and confirmation of the settlement of the main occupants, 2) legal growth of the region/ promotion of social security, future scenarios for recreating the dysfunctional fabric of region 6 were developed and accordingly, the desired scenario, prosperity of the region and its critical scenario, Darband region, were presented.
