چکیده
شکل گیری نظام کاربری اراضی در هر شهر و نحوه‌ی تقسیم اراضی و استفاده از آن در فعالیت‌ها و خدمات مختلف بازتاب و برآیند عملکرد جمعی از عوامل و نیروهای مختلف محیطی، اقتصادی، اجتماعی، سیاسی و حقوقی است. با گسترش شهرنشینی و رشد برنامه‌ریزی شهری و منطقه‌ای، این مفهوم به صورت وسیع‌تر در قالب طرح های: آمایش سرزمین، طرح ریزی کالبدی، جامع، ساختاری- راهبردی و تفصیلی، از جایگاه ویژه‌ای برخوردار گردید. در این نوشتار نظریه‌های متعددی از جمله دیدگاه‌ها و نظریه‌های برنامه‌ای، ساماندهی، کارکردگرایی، اصلاح گرایی، مدرنیسم، پست مدرنیسم، فرهنگ گرایی، طبیعت گرایی، فلسفه گرایی، فن‌گرایی، اختیارگرایی، آمایش انسانی، سلامت روان و توسعه‌ی پایدار و سایر رویکردهای خاص به برنامه ریزی کاربری اراضی شهری، در مورد شهر گرمی به صورت کوتاه بحث شده است. با نگرشی به مبانی، مفاهیم و فرآیند و اصول و معیارهای کاربری، شهر توپوگرافیک گرمی با مساحت290هکتار و جمعیتی برابر 28932 تن در سال 1385، مورد بررسی و برنامه ریزی قرار گرفت. این شهر در وضعیت موجود در بیشتر کاربری ها دارای کمبود سطح است. پراکنش کاربری‌ها با اصول ومعیارهای برنامه ریزی کاربری اراضی منطبق نیست. در پایان افق طرح جمعیت شهر گرمی به 38000 تن می‌رسد. برای طرح ریزی و ساخت انواع کاربری‌ها به مقدار معینی اراضی در وضع موجود و مقدار معینی هم در پایان سال افق برنامه ریزی، نیاز است.

Configuration of urban land use arrangement system, how to divide and how to use urban lands are advantages of environmental, economic, social, politic and rightly forces. With extension of urbanization and development of Urban and regional planning, this concept is more widely hold a special place in the form of projects such as: land preparation, framework planning, general and comprehensive, structural – strategic and detailed planning. In this paper, various theory such as schedule and planning viewpoints and theories, organizational, function-oriented, reform-oriented, modernism, postmodernism, culture-oriented, naturalism, philosophy-oriented, technique- oriented, option-oriented, human preparation, mental health and sustainable development and other specific approaches related to urban land usage planning are discussed briefly, specifically about Garmi town. With a view to the fundamental principles, concepts, and processes and principles and usage criteria of topographic town of Garmi with area of 290 hectare and population equal to 28932 at year 1385 was examined and planed. In most usage the city's land has a shortage of area. Land use distribution is inconsistent with the principles and criteria for land use planning. At the end of the project outlook, population of city would reaches to the 38,000 people. To design and construct of various usages it is need to specific amount of land for available condition and some amount for the end of planning outlook.
