چکیده
هم افزایی نهادی در مدیریت شهری به‌عنوان ویژگی جمعی، محصول فرعی فعالیت‌های درون و میان نهادی سازمان‌های شهری است که مکمل عمل جمعی محسوب شده و به‌عنوان پدیده‌ای مدیریتی دارای ویژگی‌های اعتماد، همکاری، مشارکت، تعامل، تسهیل‌گری، شناخت متقابل و شبکه است. نوشتار حاضر به بررسی ظرفیت هم افزایی میان نهادی مدیریت شهری شهرهای میانی ایران درساماندهی اسکان غیررسمی می‌پردازد. جامعه‌ی آماری این پژوهش اعضای ستاد توان‌مندسازی اسکان غیررسمی (در دو بخش عمومی و دولتی) به‌عنوان مدیریت شهری مرتبط با ساماندهی می‌باشد. روش تحقیق مورد استفاده از نوع توصیفی-تبیینی با رویکرد تحلیل کمّی است. به همین منظور از روش پرسش نامه برای سنجش هم افزایی میان نهادی با تکمیل آن درمیان تمام کارشناسان عضوستاداستفاده شد. داده‌های حاصل در نرم افزارSPSS پیاده شده و تجزیه و تحلیل داده ها با استفاده از آزمون میانگین و پیرسون انجام گرفت. نتایج مطالعات نشان می‌دهدکه اولاً ظرفیت هم افزایی میان نهادی درمیان نهادهای مدیریت شهری شهرهای موردمطالعه (زنجان وهمدان)پایین تر از حد میانگین است. دوم این‌که شاخص‌های هم افزایی میان نهادی در ارتباط با هم عملکرد یافته و کاهش یا افزایش میزان یک شاخص منجر به کاهش یا افزایش ظرفیت شاخص‌های دیگر می‌شود. سوم این‌که شبکه‌ی تعامل عملکردی نهادهای عضو ستاد عمدتاً با نهادهای سیاست‌گذار و مجری طرح‌های توان‌مندسازی می‌باشد.

چکیده [English]
Institutional synergy in urban management, as a collective feature is the byproduct of inter and intra institutional activities of urban organizations. It is consider gregarious action and as managerial phenomenon with feature of trust, participation. Cooperation engagement, facilitation, mutual recognition and the network. This article scrutiny the capacity of inters intuitional synergy in urban management of moderate cities in Iran in arranging informal settlement. Statistic society of research is members of informal settlement enabling office) in state and public parts) whose tasks is arranging of urban management. Descriptive-explanatory method with quantitative analysis approach is used in the research. Therefore, some questionnaire is designed and completed by the office members to measure inter-institutional synergy. The obtained data is transferred to SPSS software and data is analyzed by using mean and Pierson tests. Study results show that first capacity of inter-institutional synergy among urban management institutions in the moderate cities (Zanajn and Hamadan) is lower than average. Second inter-institutional synergy indicators perform connected with each other and increasing or decreasing in the amount of on indicators finally, functional interaction network of office member’s institutions is responsibility of policy building institutions and enabling project administrator.
