چکیده
دیپلماسی شهری به عنوان موضوعی جدید، به موازات دیپلماسی دولت‌ها، میان کشورهای مختلف جهان، شکل گرفته است. امروزه جهان شهرها و کلان شهرهای بسیاری از این ابزار برای رسیدن به اهداف اقتصادی ـ فرهنگی و اجتماعی در راستای منافع ملی کشور خود بهره می‌برند.یکی از اهداف سیاست خارجی هر کشور نیز، به طور عام، توسعه‌ی قلمرو نفوذ یا حوزه‌ی نفوذ است. منظور از حوزه‌ی نفوذ نیز شکل گیری فضاهایی برای حضور مریی و نامریی یک کشور است تا بتواند ارزش های مورد توجه خود را ترویج نماید. به عبارت دیگر، ایجاد حوزه‌ی نفوذ به منزله‌ی امکان نقش آفرینی یک کشور در خارج از مرزهایش قلمداد می‌شود و گسترش آن با تداوم نگرش های مثبت گروهها، جوامع و شهروندان دیگر کشورها نسبت به عملکرد آن کشور اتفاق می‌افتد. فرض اصلی این مقاله، که با استفاده از روش توصیفی و تحلیلی و با تکیه بر منابع کتابخانه ای تدوین شده است، بر ارتباط مستقیم بین دیپلماسی شهری و گسترش حوزه‌ی نفوذ استوار است. یافته های این مقاله نیز تأیید کننده این ادعاست، که هرچه شهرهای عمده یک کشوری در قامت یک شهر جهانی مطرح و در شبکه های شهری در قالب خواهر خواندگی و تأثیرگذاری بر روند جریانات نقش بیشتری داشته باشند، حوزه‌ی نفوذ گسترده ای را برای شهر و کشورهای آنها در بر خواهد داشت.

چکیده [English]
Urban diplomacy, as a new subject, has taken shape parallel to national diplomacy among the governments of various countries throughout the world. Today, many metropolitan and world cities use it as a tool to achieve their economic, cultural and social goals in line with their national interests. One of the objectives of the foreign policy of any state is the development of their realm of influence; that is, the formation of visible or invisible areas to spread the values they have in mind. To put it another way, the formation of a realm of influence allows a country to play a role in international affairs outside its geographical frontiers. Following a descriptive, analytical method and making use of library sources, the present paper is based on the major assumption that there exists a direct relationship between urban diplomacy and the development of a country’s realm of influence. The findings of the study also confirm the hypothesis just mentioned; namely, the more the major cities of a country are recognized throughout the world, the broader a country’s realm of influence would turn out to be.
