چکیده
فضای سبز که بخشی از سیمای شهر را تشکیل می دهد به عنوان یکی از پدیده های واقعی از نخستین مسائلی است که انسان همواره با آن در تماس بوده و خواهد بود. این مقوله دارای ابعاد زیست محیطی، اجتماعی، فرهنگی، اقتصادی و کالبدی می باشد. از اینرو در این تحقیق با ابزارهای مدیریتی و راهبردی ، اقدامات سازمان پارک ها و فضای سبز شهرداری تبریز در مسیر توسعه فضای سبز مورد بررسی قرار گرفته است. بر این اساس ابتدا وظایف، اهداف کلان، بیانیه ماموریت، چشم انداز سازمان و ... مورد شناسایی قرار گرفته است. پس از آن با استفاده از این ابزارها توسط نقاط ضعف و قدرت، فرصت ها و تهدیدها ماتریس SWOT را تشکیل داده ایم، نتایج این تحقیق حاکی از این امر است که سازمان پارک ها در موقعیت تهاجمی قرار دارند. متعاقبا به تشکیل ماتریس عوامل داخلی و خارجی پرداخته ایم و در نهایت ماتریس QSPM را تشکیل داده ایم که با اهمیت ترین استراتژی، استراتژی بهبود عرصه های فضای سبز در راستای افزایش کیفیت بهره برداری می باشد. در این بین، وجود نیروی انسانی متخصص و مجرب در سازمان پارک ها و همچنین اهمیت دادن به فرایند های علمی و پژوهشی در حطیه فضای سبز در کنار اختصاص اعتبارات ریالی جهت انجام پروژه های عمرانی و طرح های تحقیقاتی سازمان از سوی شهرداری در کنار فرصت های حمایتی شهروندان و تشکل های غیر دولتی از موضوع فضای سبز و وجود عرصه های مناسب در جهت توسعه فضای سبز در اختیار ارگان های دولتی و صنعتی از با اهمیت ترین رهیافت های عینی این استراتژی می باشد.

چکیده [English]
Green space that makes up part of the city landscape. The real issue is one of the first things that people will always be in contact with it. The concept of environmental aspects, social, cultural, economic and physical. Therefore, in this study, management tools and strategic actions in the development of parks and green spaces of Tabriz Municipality of green space has been investigated. The first task, goals, mission statement, vision, organization, and ... Have been identified. Then by using these tools, strengths and weaknesses, opportunities and threats of the SWOT matrix are given. The results of this study indicate that it is in the park position, are invasive. Subsequent to the formation of internal and external factors are the matrix and the matrix of QSPM.
