Abstract
Today, with the smartening done in cities, classical risks and threats can not be the only danger in communities, in smart cities due to the interconnection of different urban networks, disruption in one part of the system affects all parts. Sustainable smart cities face technological, organizational, and external risks, making their governance difficult and susceptible to manipulation; that is, as complexity and variability in cities increase, so does the need to address risk issues. The present study has a practical purpose and descriptive-analytical nature. The tool used for data collection was a researcher-made questionnaire. The statistical population of the study is 55 specialists and experts in the field of study based on accessibility in Mashhad metropolitan municipality. The collected data were evaluated and analyzed using structural equation modeling (SEM) and AMOS software (AMOS). The findings of the present study based on the TOE approach showed that the most important risks and threats to smart urban governance in Mashhad Municipality are among the three dimensions studied related to the organizational dimension. Also in the technology dimension, the highest factor load is related to threats, in terms of impact and probability of occurrence related to artificial intelligence (0.79), software (0.768), sensors (0.767), cyber security (0.761) and The metadata is (0.719). Organizationally, electronic transactions (0.820), confidentiality (0.760), electronic communication (0.753) and information accuracy (0.752) have the highest percentages. Among the studied risk indicators for the urban environment, public places (0.798), energy (0.795), urban safety (0.760), and water and sewage (0.684) have the highest threats in Mashhad Municipality.
