Abstract
Nowadays, urban learning is described as the basic need of human communities in modern societies. According to this, in recent years, the concept of the learning city has been able to become a popular urban concept in a short period of time all over the world. Based on its cultural and educational capacities, the city of Mashhad has applied to become a member of the global network of learning cities in 2017, and the success of this city in this field depends on the foundations, facilities and capacity of the components of the learning city at the level of its regions. which was conducted with a descriptive-analytical method and based on a questionnaire developed by a researcher and distributed among 390 citizens of Mashhad. The results of this research show that Mashhad city does not have a favorable situation from the perspective of the components of the learning city, and its 13 regions are in heterogeneous and unbalanced conditions in terms of the components of the learning city. So that regions 1, 7, 9, 10 and 12 are at a very favorable level, regions 2, 3 and 4 are at a favorable level, regions 5, 11 and 13 are at an unfavorable level and regions 6 and 8 are at a very unfavorable level in terms of the components of the learning city. they got. Also, the result of the comparison between the rankings made for the urban areas of Mashhad from the perspective of the components of the learning city and the educational and cultural spaces of each of its areas shows that although high educational and cultural capacities are one of the necessary conditions for the cities to move in The path of learning cities is considered, but it is not a sufficient condition
