The increase in urban population and its consequences lead to the intertwining of urban issues and make cities more vulnerable to natural hazards, and affect all its dimensions. Therefore, the problem of city resilience is raised. The purpose of this research is to evaluate the resilience of small urban blocks and to know the difference in the level of resilience of urban areas. The research method is descriptive-analytical, which has investigated and compared the resilience of the urban areas of Ilam using the criteria of the CDIR resilience model. Statistical methods (T-test), ANOVA test, T-test of two independent samples have been used for data analysis. Based on the results, the total resilience and the resilience of the dimensions of Ilam city tend towards vulnerability. The level of resilience in different regions of Ilam city is not balanced in such a way that there is a difference between urban regions in terms of economic, social, institutional, physical and natural resilience. The significant difference in the resilience of the worn-out and marginal areas with the new urban blocks makes clear the necessity of planning to make these urban areas resilient.
Therefore, according to the capacity and different levels of resilience of each of the urban areas, the need for transformation in the urban spatial planning system and the need for adjustments at the executive level in the cities in the form of developing a specific program for each of the areas (block-based) and replacing it with An overall integrated plan to make the city resilient is proposed.
