Abstract
With the rapid urbanization process and the influx of various socio-economic groups into cities, urban segregation has emerged as a significant barrier to achieving an integrated urban society. This phenomenon poses a serious threat to inter-class communication, and its manifestation can be observed in the spatial structure of cities. Detailed plans, as influential documents in city development and organization, have the potential to either mitigate or exacerbate this phenomenon. Therefore, the aim of this research is to analyze the content of detailed plans in the metropolitan area of Mashhad, particularly those areas affected by spatial segregation, which are essential in shaping urban plans and policies. The methodology employed in this research is a combination of quantitative and qualitative approaches, characterized as descriptive-analytical. The research findings, obtained through the segregation analyst software and measures such as the Moran index and hot spot analysis, reveal the concentration and accumulation of low socio-economic groups, particularly in the eastern part of Mashhad. Analysis of the policies and plans within these regions, utilizing the theme analysis method, shows a categorization of residential types based on socio-economic characteristics, resulting in distinct clusters with clear boundaries. Moreover, there has been a lack of attention to the fundamental capacities and composition of different strata in vulnerable areas. Additionally, underdeveloped regions have not benefitted from development tools such as stimulus plans, which are crucial in promoting economic progress and fostering inclusivity across society. These factors do not contribute to breaking the poverty cycle in these areas and may further perpetuate the process of segregation within the city.
