Abstract

The result of urban-decline is the formation of areas that lack the minimum quality and standard needed for life.These areas have lost their residential advantages over time and caught in the cycle of urban-decline and decay Or that they are formed in an unfavorable way from the very beginning.In the meantime, many areas which are referred to as worn out and ineffective areas have historical and cultural heritage value.The ups and downs of the 378-hectare heritage-area of Shiraz-city and the possible damages caused to it have caused the erosive process of destroying the physical and semantic values of this historical-cultural place.Therefore,the present article aims to explain the factors of inefficiency and deterioration of heritage areas in the heritage area of Shiraz city as a case study,and in order to face this problem, provide a sustainable and integrated model for the heritage-led regeneration.In the first step,the researchers used the documentary-archival review method and identified, extracted and classified the theoretical and practical background of the research in the field of heritage-based regeneration;After choosing the study case, the presence of critics,experts and specialists was used to present the initial idea and find the root of the problem.And in order to know the stockholders of the heritage-area and achieve the desired results of the research,the snowball sampling method,questionnaires and semi-structured interviews (in-depth and face-to-face) were used.Data analysis was done with the paradigm model design method while using MAXQDA software.Finally,the model of heritage-led sustainable urban regeneration has been developed and proposed.In this model, heritage is the background for 3-components power,people and capital.The presented model can be a breakthrough in the evaluation of policies and interventions Also,this model can be used to determine the sustainability of approaches that are proposed as regeneration.
