Abstract
Today, water insecurity is considered one of the biggest threats to global prosperity, which has faced many problems and issues in cities. Thus, in recent decades, to solve the challenge of water insecurity and reduce its effects on the level of cities, various solutions and perspectives have been proposed, one of the most important of these solutions has been paying attention to the concept of urban resilience. The review of studies conducted by numerous researchers indicates the absence of a codified and coherent framework for measuring and evaluating urban resilience in order to achieve water security at the level of cities. For this purpose, this research has been carried out in order to compilation a measurement and evaluation framework of urban resilience in the face of water insecurity. Therefore, in the current research, based on the library method and text mining tools, the areas that include water security have been explained and the topics related to each of these areas have been identified. In the next step, by using the indexing method and through linking with urban resilience dimensions, these areas have been proposed into traceable components and indicators and a measurable framework for them. The final output of this research leads to the presentation of a measurement and evaluation framework based on the components and indicators of urban resilience in the face of water insecurity in the five areas of provision of drinking water and its purification for citizens, efficiency and cost-effectiveness of drinking water supply for citizens, sustainability of water environment, resilience against water-related disasters and water governance. Thus, this proposed framework can be a general guide for urban planners, designers and managers in order to achieve water security at the level of cities in the light of urban resilience.
