Abstract

The aim of this article is to analyze the challenges of urban core revitalization projects in Iran, with a focus on the regeneration and redevelopment plans for the city center of Mashhad, using a data-driven approach.The study involves a systematic review and content analysis of academic literature and sources relevant to the subject. For this purpose, a keyword-based search was conducted in reputable databases such as SID, Google Scholar, Noormagz, and ScienceDirect, resulting in the identification of 1,215 articles. After a screening process, 188 relevant articles were selected for detailed analysis.Content analysis was carried out using MaxQDA software, through which 127 open codes and 28 axial codes were extracted. The key challenges cited by other scholars were categorized into five dimensions: managerial, economic, socio-cultural, physical, and legal-regulatory. Among these, the core issue identified was the "lack of coordination, comprehensiveness, and integration in the planning, management, and implementation of urban revitalization and redevelopment projects". The findings indicate that urban redevelopment initiatives have largely been non-participatory, focusing primarily on land acquisition, resident displacement, and the implementation of economically profitable projects. Consequently, instead of enhancing the quality of life for local residents and improving the socio-cultural fabric of neighborhoods, these projects have often served as tools for generating economic benefits for large stakeholders and investors. This approach has not only failed to resolve local problems but has also widened the gap between the public and urban planners.

Therefore, a fundamental revision of urban redevelopment approaches is necessary one that emphasizes participatory and coordinated policies which simultaneously address economic interests, local needs, and the improvement of residents’ quality of life.
