Abstract
An inclusive city is defined as a livable and safe environment where equitable and affordable access to urban services, social services, and livelihood opportunities is provided for all residents. It aligns with the goals of sustainable development and has been emphasized in various international discourses. As a model of urban development, an inclusive city ensures equitable access for all societal groups to urban services and amenities, prioritizing social justice, quality of life, and environmental sustainability. This study, adopting a strategic approach and utilizing Meta-SWOT and PESTEL models, examines the internal and macro-environmental factors influencing the realization of an inclusive city in District 22 of Tehran. The research is applied in purpose and employs a descriptive-analytical method for data collection, using a questionnaire as the primary tool. The research variables include internal resources and capabilities of District 22 (such as green spaces, supra-regional land uses, and economic capacity) and external environmental factors (such as economic fluctuations, government policies, and environmental changes). The findings indicate that the internal capabilities of District 22 play a pivotal role in achieving an inclusive city. Key strategic advantages of this district include attracting domestic and foreign investors, a sustainable local economy, supra-regional land uses, extensive green spaces, environmental diversity, and the capacity for developing public spaces. Additionally, educational and research centers serve as reinforcing factors for an inclusive city. These factors, due to their high value, non-replicability, and strategic alignment, are of greater significance compared to other components. Consequently, to realize an inclusive city in District 22, urban managers should focus on these advantages and prioritize strategies such as enhancing investor participation, developing public spaces, and preserving the environment.
