Abstract
Cities, as active systems, undergo physical deterioration in their context throughout their lives. For this reason, renovation facilitation offices were established to accelerate and facilitate the renovation of these worn-out textures. The aim of the present study was to investigate the role of facilitation offices in the physical development of neighborhoods targeted for Mashhad regeneration (case study of Torog neighborhood). The research method was descriptive-analytical and was carried out using a questionnaire tool. The study area of Torog neighborhood with a population of 19,380 people was selected and the questionnaire was completed by local people and experts, 384 of whom were selected from among the local people using the Cochran formula and 30 from among the experts using the snowball model. It should be acknowledged that the questions of the questionnaire, in relation to independent and dependent variables, included some demographic information including gender, age, education, place of residence, housing status, and occupations of the respondents. Also, the three variables used were the development and equipping of superstructure service facilities, the development of equipping and improving infrastructure services - improvement, renovation and retrofitting of housing. Then, the collected data were analyzed from the experts' point of view and the level of people's satisfaction using the AHP technique and using Expert Choice and SPSS software. The results indicated that the main indicator of developing equipping and improving infrastructure services and improving, renovation and retrofitting of housing was more successful from the experts' and people's point of view, respectively. It should also be noted that identifying the potential capacity of local residents and using it by creating a platform for the active presence of all actors, especially the participation of stakeholders in urban decision-making as social leaders, provides the basis for advancing other effective dimensions in regeneration.
