Abstract
One of the main stages of land management is to determine the ecological potential of the land. It is very important to use rational and systematic methods in managing resources and using them optimally. Since the development of human activities cannot be limited, they should be prepared in accordance with the needs of today and tomorrow, in order to prevent damage to the environment. The purpose of this study is to assess the ecological potential of Mashhad urban complex for rural development. In this research, the ecological potential of Mashhad urban complex has been zoned using a combination of fuzzy model and Shannon entropy. The results show that out of the total area of the urban complex, about 490771.9 hectares (44.26%) is allocated to areas with first degree power and about 375979.The results show that out of the total area of the urban complex, about 490771.9 hectares (44.26%) is allocated to areas with first degree power and about 3759791 hectares (33.9%) to areas with second degree power. The correlation coefficient between the degree of land potential as an independent variable and the number of villages in each floor as a dependent variable is equal to ‌

r = 0.94, which shows a very strong and significant correlation between the two variables. However, about 8% of rural areas are located in unsuitable areas (areas with third and fourth degree power) that will cause irreparable environmental damage (ecological and socio-economic). Therefore, it is suggested that special attention be paid to the establishment of residential and industrial areas in suitable and semi-suitable areas.
