چکیده

پژوهش حاضر با هدف شناسایی نیروهای پیشران­ تأثیرگذار بر توسعه اجتماع ­محور در محلات کم ­برخوردار شهری تدوین شده است. بدین­ منظور محله التیمور در کلانشهر مشهد به عنوان نمونه انتخاب شده است. این تحقیق از نظر هدف، کاربردی و از نظر روش، ترکیبی است. جهت گردآوری اطلاعات از روش­ های کتابخانه­ ای-اسنادی، روش میدانی (پرسشنامه) استفاده شده است. برای تشریح وضع موجود از نتایج تمام شماری محله التیمور در سال 1398 استفاده گردیده که دارای جمعیتی بالغ بر 15417 نفر می ­باشد. به منظور نظرسنجی در رابطه با شناسایی پیشران­ های تأثیرگذار بر تحقق توسعه اجتماع­ محور در محله مذکور، 30 نفر از خبرگان شهری به عنوان نمونه انتخاب گردیدند. شاخص ­های پژوهش در چهار حوزه (کالبدی، اجتماعی، اقتصادی و حقوقی) و در قالب 36 متغیر مورد بررسی قرار گرفتند. جهت تجزیه و تحلیل داده­ ها از روش تحلیل تأثیر متقابل در نرم ­افزار Micmac استفاده شده است. بر اساس نتایج پژوهش، 12 متغیر به عنوان پیشران­ با بیشترین تأثیرگذاری و کمترین وابستگی شناسایی شدند که عبارتند از «ساختار سنی و جنسی جمعیت»، «ابعاد خانوار»، «تراکم جمعیتی»، «سواد»، «نرخ اشتغال» و «دارایی­ های مالی و اقتصادی»، «دانه ­بندی قطعات»، «سرانه» و «تنوع کاربری»، «تراکم ساختمانی»، «برخورداری از زیرساخت­ های شهری» و »شبکه ارتباطی درون­ بافتی و برون ­بافتی». مورد توجه قرار دادن این پیشران­ ها با رویکرد مشارکتی و از طریق برنامه ­ریزی، تدوین و اجرای پروژه ­های اجتماع ­محور گام مؤثری در راستای دستیابی به توسعه خواهند بود.

چکیده English

The present study aims to identify the driving forces affecting community-based development in low-income urban areas. For this purpose, Al-Teimour neighborhood in Mashhad metropolis was selected as a sample. The research is applied and quantitative. Library and documentary sources and questionnaire were used to collect the data. To explain the current situation, the results of the census of Al-Teimour neighborhood in 2019, with a population of 15,417 residents was used. In order to conduct a survey to identify the drivers that affect making the community-based development happen in the neighborhood, 30 experts in field of urban management and planning were selected as a sample. Research indicators were examined in four areas (physical, social, economic, and legal) and in the form of 36 variables. Cross-impact analysis method was used in Micmac software to analyze the data. The results showed that 12 variables were identified as the most influential and the least dependent drivers, which are "age and sex structure of the population", "household dimensions", "population density", and "literacy", "employment rate", "financial and economic assets", "granulation of parcels", "land use per capita" and "diversity of land use", "building density", "urban infrastructure", and "Intra-contextual and extra-contextual communication networks". Considering these drivers through a participatory approach and through planning, the development and implementation of community-based projects will be an effective step towards achieving development.
