تبیین جایگاه بخش خصوصی در تحقق پذیری طرح های توسعه شهری

چکیده

محقق نمودن طرح‌های توسعه فرایندی است که به موضوعات متعددی نظیر ماهیت و روش‌شناسی طرح‌ها، نظام برنامه‌ریزی، فرایند تهیه و تصویب طرح، نظرات ذینفعان و ذی‌نفوذان و عوامل گوناگون از این قبیل وابسته است. در این میان موضوعات مرتبط با گروه‌های ذینفعان و ذی‌نفوذان نقش تعیین‌کننده‌ای در موفقیت طرح‌های توسعه شهری ایفا می‌کند. بخش خصوصی یکی از انواع متعدد این گروه‌ها است که نقش بسیار مهمی در اثرگذاری موضوعات اقتصادی مرتبط با تحقق طرح‌های توسعه شهری، برعهده دارد. بررسی پژوهش‌های پیشین نشان می‌دهد که برخلاف تاکید بر حضور بخش خصوصی و انجام تحقیقاتی در این زمینه، تاکنون هیچ پژوهشی به جایگاه این گروه در تحقق‌پذیری طرح‌های توسعه شهری نپرداخته است. روش تحقیق مقاله حاضر توصیفی-تحلیلی است. این مقاله در تلاش است تا با مرور مطالعات انجام شده بین سال‌های 1998 تا 2019 در پایگاه اطلاعاتیScience Direct  با استفاده از تحلیل محتوا به هدف خود دست یابد. برای این منظور از کدگذاری، استخراج مفاهیم و مقولات از مقالات منتخب و مقایسه دست‌آوردهای این مقاله با سایر پژوهش‌ها بهره برده شد. جامعه آماری 1152 مقاله است. که به کمک حذف مقالات نامرتبط در این زمینه در نهایت تعداد 14 مقاله برای این منظور منتخب گشت. نتایج مقاله حاضر نشان می‌دهد که تامین منافع بخش خصوصی متناسب با توانمندی‌های آن، تعریف ساز و کار تعهدات متقابل دولت و بخش خصوصی و اثرگذاری مناسب بخش خصوصی در فرآیند تهیه، تصویب و اجرا بیشترین تاثیر را بر روی تحقق‌پذیری طرح‌های توسعه شهری دارند.

Implementation process of urban development plans depends on many issues like the opinions of stakeholders. Using the opinions of stakeholders plays an important role in the success of urban development plans. The private sector is one groups that plays a significant role in economic issues of planning. A review of previous researches shows that despite emphasizing on the importance of the private sector and conducting many researches in this regard, there is not any research that has explicitly mentioned the role of this group in the implementation of urban development plans. The attempts to create a holistic approach about the role of private sector have already been started. The reviewed articles were selected from the Direct Science database. These articles were written between 1998 and 2019. This study tries to review the studies using content analysis. The total number of the articles explored this study was 1152, which was reviewed to obtain more accurate results. After screening the articles, 14 articles were finally selected for this purpose. The results show that participation constraint capabilities and expectations of private sector have the greatest impact on the implantation of urban development plans. On the other hand, the results indicate the private sector should be considered in several stages of urban development plans such as decision-making and evaluation process.
