تحلیل اولویت‌های گردشگری و دلالت‌های راهبردی‌ آن در توسعه شهری مشهد

چکیده

این مقاله سعی در بررسی این سوال دارد که از منظر اقتصاد سیاسی، شهری که دارای ظرفیت های چندگانه گردشگری است بر اساس چه ملاحظاتی مدل راهبردی توسعه خود در حوزه گردشگری را تدوین نماید؟ در مدل سه سطحی راهبردی توسعه شهریِ گردشگری محور، جایگاه دولت، تنظیم نقش و کارکرد مقصد  گردشگری و ترسیم قواعد و قوانین است. این مقاله به لحاظ روش­شناختی، جز روش­های ترکیبی است. به طوریکه در گام اول مبتنی بر مطالعه مروری سیستماتیک و درگام دوم نظریات مستخرج بریک مورد مطالعه میدانی تطبیق داده شده است. توسعه بهینه شهری مشهد در حوزه گردشگری واز منظر اقتصاد سیاسی، مستلزم شناسایی کارکرد و نقش سیاسی شهرمشهد در سطح ملی، شناسایی گروههای ذینفع رسمی و غیر رسمی و وفاق جمعی در سطح گروه­ها است. بر همین اساس با استفاده از تکنیک ویکور، برنامه­های توسعه چندجانبه گردشگری در شهر مشهد با استفاده از ملاحظات اجرای برنامه­ها و گروه­های درگیر مورد رتبه بندی قرار گرفت. نتایج نشان داد که در هر دوی این موارد، توسعه گردشگری سلامت و گسترش پروژه­های تفریحی در شهر مشهد و اطراف آن در رتبه­های برتر قرار دارند.به طوریکه گردشگری سلامت با معیار«گروه­های درگیر با ذیربط با برنامه» دارای رتبه یکم با شاخص ویکور صفر و توسعه و گسترش پروژه­های تفریحی در شهر مشهد و اطراف آن دارای رتبه دوم  با شاخص ویکور 5/0 است .

Political Economic of Tourism and its Policy Implication for Urban Development in Mashhad

چکیده English

Tourism is mainly an urban matter. The main question of this study is about political economy.  How a city that has multiple types of tourism should be developed? We propose the three-level model of tourism-based urban development. The role of government is formulating the function of tourism destinations and making rules and laws for interventions. This is a mixed research. It is based on a systematic review and theories extracted from the field case study.  Optimal urban development of Mashhad regarding tourism from the perspective of political economy requires the identification of the function and political role of the city of Mashhad on a national scale, the identification of formal and informal interest groups, and collective agreement at the level of groups. Accordingly, using the VIKOR technique, the multifaceted tourism development programs in Mashhad were ranked considering the programs and groups involved. The results showed that in both cases, the development of health tourism and the expansion of recreational projects in Mashhad and its surroundings are the highest, so that health tourism is the first one regarding the criterion “groups involved with the program” having zero for VIKOR index, and the development and expansion of recreational projects in Mashhad and its surroundings, ranked the second one, having VIKOR index of 5.
