تحلیل اقتصادی ارتقاء زیست‌پذیری مجتمع‌های مسکونی انبوه با به‌کارگیری رهیافت مشارکت عمومی-خصوصی(محله بهار شهر اصفهان)

چکیده

افزایش مجتمع­های مسکونی انبوه، افزون­بر پاسخ به نیاز فعلی مسکن، مشکلی برای نوسازی در آینده­ی شهرها می­باشد. فرسودگی، افت زیست­پذیری یک مجموعۀ مسکونی آپارتمانی (همچون محلۀ بهار در جنوب شهر اصفهان) و اختلافات مالکیتی  ناشی از آن، تهدیدهایی برای ورود سرمایه­گذاران به­منظور نوسازی می­باشد. در این مقاله با هدف به‌کارگیری ظرفیت‌های رهیافت مشارکت عمومی-خصوصی به­منظور ارتقاء زیست‌پذیری در مجموعه مسکونی انبوه محلۀ بهار برپایۀ سودآوری برای بخش خصوصی، پشتیبانی بخش عمومی از ارزش‌ها و منافع بخش خصوصی، ایجاد فضای رقابتی و بیشینه نمودن منافع مشترک بخش‌های عمومی و خصوصی، یک پژوهش کاربردی دوگانۀ توصیفی-تحلیلی در دستورکار قرار گرفته است. با انجام تحلیل‌هایی چون تحلیل ذینفعان برپایۀ ماتریس قدرت-منفعت، تحلیل متون مدون و تحلیل نظرات ذینفعان کلیدی، گزینه‌های چهارگانۀ ساخت‌وساز در زمینه سرمایه‌گذاری برای ارتقاء زیست‌پذیری در مجتمع‌های انبوه مسکن در محلۀ بهار اصفهان برپایۀ رهیافت مشارکت عمومی-خصوصی طراحی و با تحلیل ارزش خالص فعلی[1] و تحلیل نرخ بازده داخلی[2] میزان سودآوری هر یک از گزینه­های پیشنهادی محاسبه شده است. یافته‌های برآمده از تحلیل‌ تمایل توسعه­گران بخش مسکن، برای اختیار هر یک از گزینه‌های سودآور برای ارتقاء زیست‌پذیری نشان می‌دهند تشکیل تعاونی (همکاری گروهی)، ارائه مستندات توسط هیأت مدیره مجتمع­های مسکونی انبوه (شفافیت)، اعطای تراکم بیشتر از تراکم پیشنهادی از سوی کمیسیون ماده 5 (ارزش افزوده)، خروج همه مالکان از پروژه و خرید کلیه واحدهای مسکونی از مالکان مهم‌ترین شرایط سرمایه­گذار بخش خصوصی برای ورود به فرایند مشارکت با بخش عمومی در راستای ارتقاء زیست­پذیری مجتمع­های مسکونی در محله بهار هستند.

چکیده English

The increase in mass housing complexes meets the current housing needs but creates many problems for renewing cities in future. The threats of investers for renovation are city wornout, declining viability of an apartment complexs such as Bahar neighborhood in the south of Isfahan, and the property disputes. This descriptive-analytical study was done with the aim of using all the capacities of the public-private cooperation approach to improve the viability of Bahar neighborhood complex regarding being profitabile for the private sector, having the support of public sector for the values and interests of private sector, making a competitive ground, and maximizing the common interests of public and private sectors.  By analyses such as stakeholder analysis using power-benefit matrix, the analysis of compiled texts and perspectives of key stakeholders, the four construction options regarding investment for improving the livability in mass residential complexes in Bahar neighborhood of Isfahan based on public-private cooperation approach were done and using Net Present Value (NPV) and Internal Rate of Return (IRR), the profitability of all proposed options were calculated. The results of the analysis of the tendency of the developers of housing sector to have any profitable options for improving the viability showed that the formation of cooperative groups (group cooperations), providing documents by the managing board of mass housing complexes (transparency), giving more construction space than what Commission of Article 5 allows (added value), withdrawal of all property owners from the project and bying all residential units from the owners are the most significant conditions of investors of private sector for cooperating with the public sector for improving the viability of residential complexes in Bahar neighborhood.
