چکیده

کودکان به‌عنوان سازندگان نسل‌های بعدی محسوب می‌گردند و فضاهای شهری نقش ویژه‌ای در اجتماعی شدن، بالفعل کردن استعدادها و برآورده ساختن نیازهای اجتماعی و فردی کودکان ایفا می‌کنند. بنابراین، محیط‌زیست شهری امن و طراحی صحیح فضاهای شهری متناسب با زندگی کودکان در سوق دادن جامعه‌ی انسانی به سمت جامعه­ای سالم و مطلوب از اهمیت زیادی برخوردار است. با این حال، در نظام مدیریت و برنامه‌ریزی شهری ایران توجه به نیازهای کودکان نادیده انگاشته شده است. در این راستا هدف از پژوهش حاضر، ارائه‌ی الگوی مدیریت و برنامه‌ریزی محیط‌زیست شهری امن با رویکرد شهر دوستدار کودک در کلان‌شهر تهران می‌باشد. بنابراین، روش پژوهش از نظر هدف کاربردی و از نظر ماهیت تحلیلی–اکتشافی بوده که در راستای تجزیه و تحلیل اطلاعات از تکنیک DEMATEL و مدل تحلیل شبکه (ANP) در نرم­افزار Super decision استفاده شده است. همچنین جامعه‌ی آماری پژوهش شامل کارشناسـان و متخصصین مسائل شهری تهران بوده و بـا اسـتفاده از نمونـه­گیری دلفـی، حجـم نمونـه تعـداد 20 نفـر تعیین گردیده است. یافته‌های تحقیق نشان می‌دهد که در راستای ارائه‌ی الگوی مدیریت و برنامه‌ریزی مناسب در راستای تحقق محیط‌زیست شهری امن با رویکرد شهر دوستدار کودک در تهران معیار اجتماعی-سیاسی-فرهنگی از بیشترین تأثیرگذاری و معیار برنامه‌ریزی نهادی و قانونی از بیشترین تأثیرپذیری برخوردار می‌باشند. بر اساس بردار ویژه‌ی به‌دست آمده از مدل تحلیل شبکه‌ای نیز معیار محیطی–کالبدی با وزن نرمال 205/0 از بیشترین اولویت برخوردار بوده و معیار امنیت با وزن نرمال 199/0 در اولویت دوم قرار دارد. همچنین معیار برنامه‌ریزی نهادی با وزن 139/0 از کمترین اولویت برخوردار است.

Children are considered as the creators of the next generations and urban spaces play a special role in socialization, realizing talents, and fulfilling social and individual needs. Therefore, safe urban environment and proper design of suitable urban spaces for children’s life are very important in moving the human society towards a healthy and desirable society. However, in Iran’s urban management and planning system, children’s needs have been ignored. This study aimed to present a safe urban environment management and planning model using a child-friendly city approach in Tehran metropolis. The statistical community of the research includes experts and specialists in Tehran's urban issues. Using Delphi sampling, 20 people were selected as sampling. DEMATEL technique and network analysis model (ANP) in Super decision software were used. The results showed that to present a suitable management and planning model in order to establish a safe urban environment with a child-friendly city approach in Tehran, social, political, and cultural criteria are the most influential and institutional and legal planning criteria are the facters that are influenced the most. Based on the special vector obtained from the network analysis model, the environmental-physical criterion with a normal weight of 0.205 has the highest priority and the security criterion with a normal weight of 0.199 is the next one. Moreover, institutional planning with a weight of 0.139 is the last priority.
