چکیده
در بسیاری از مواقع کشورها شاهد شکست برنامه‌ریزی‌ها و سیاست‌گذاری‌های خود هستند بنابراین نیاز به الگوهای مشارکت در جوامع بسیار احساس می‌شود. در ایران نبود مشارکت باعث عدم پذیرش طرح‌های توسعه شهری از سوی مردم، بالا رفتن هزینه‌های تحقق برنامه‌ها، طرح‌ها و نهایتا ناکامی نظام شهرسازی کشور شده است. با گسترش استفاده از اینترنت و عدم امکان برگزاری جلسات با حضور تمامی شهروندان، مشارکت الکترونیکی می‌تواند منتخبین شورای‌شهر را در ارائه‌ی خدمات بهتر و رسیدگی به نظرات و مشکلات شهروندان یاری رساند. امکانات شورای‌شهر بجنورد در زمینه‌‌ی مشارکت الکترونیک، محدود به وب‌سایت، گروه‌های تلگرام و صفحات اینستاگرام اعضای شورا است. پژوهش حاضر به‌دنبال بررسی چالش‌های مشارکت الکترونیکی شهروندان در تصمیم‌گیری شورای‌شهر بجنورد است. این پژوهش از نظر نوع، کاربردی بوده و در زمره‌ی پژوهش‌های تحلیلی است و ازلحاظ روش‌شناسی در دسته تحقیقات آمیخته قرار دارد. جهت تحلیل داده‌های حاصل از مصاحبه از تحلیل محتوا، پرسشنامه‌ها از نرم‌افزار اس‌پی‌اس‌اس، انجام آزمون تی‌تک نمونه‌ای و آزمون‌های توصیفی استفاده شده، برای یافتن وضعیت مشارکت الکترونیک نیز از روش دی‌پی‌اس‌ای‌آر و سوات بهره گرفته شده است. بررسی‌ها نشان داد در خصوص اخبار و مصوبات شورای‌شهر بجنورد اطلاع رسانی الکترونیکی کامل انجام شده و اخبار جلسات روزانه برای شهروندان منتشر می‌شود اما در خصوص حضور اعضای شورای‌شهر در پلت‌فرم‌های مختلف و ارتباط‌گیری الکترونیکی با آنان به شهروندان اطلاعی داده نشده تا آن‌جا که بسیاری از شهروندان از حضور اعضای شورای‌شهر در فضای مجازی اطلاعی نداشته و علی‌رغم تمایل به تعامل الکترونیک راه‌های ارتباطی را نمی‌دانستند. مجموعا می‌توان گفت شورای‌شهر بجنورد در مرحله اطلاع‌رسانی الکترونیکی است.

Many times, countries witness the failure of their plans and policies, so need for models of participation in societies is very felt. In Iran, the lack of participation has caused the people non-accepted urban development plans, increase the costs of realizing plans and projects, and finally the failure of the urban planning system. With the expansion use of the Internet and the impossibility of holding meetings with the presence of all citizens, e-participation can help the City Council members in providing better services and handling citizens' opinions and problems. The facilities of Bojnourd City Council in the field of e-participation are limited to the website, Telegram groups and Instagram pages of council members. This study seeks to investigate the challenges of citizens e-participation in Bojnourd City Council's decision-making. In terms of type, this research is applied and is in the category of analytical research, and in terms of methodology, it is in the category of mixed research. For analyzed the data obtained from the interview, content analysis, questionnaires from SPSS, sample T-Tech Test and descriptive tests were used, DPSIR and SWOT methods were also used to find the status of e-participation. Investigations showed that the news and approvals of the Bojnourd City Council have fully E-information and the news of the daily meetings are published for the citizens, but the citizens haven’t informed about the presence of the city council members on various platforms and electronic communication with them, to the extent that many citizens are not aware of the presence of the city council members. They didn’t know about the virtual space and despite their desire for e-interaction, they didn’t know the ways of communication. In general, it can be said that Bojnuord City Council is in the stage of E-information.
