In recent years, there have been significant changes in attitudes toward the risks. As a result, the global community now recognizes resilience as a crucial strategy for enhancing the capacities of communities and cities. In this regard, this study evaluates the resilience of urban areas using an integrated multi-criteria decision-making (MCDM) approach based on the DEMATEL, ANP, and VIKOR methods. In the first step, the criteria influencing resilience were identified across four dimensions, 11 criteria, and 31 sub-criteria based on the Delphi method. The findings of the DEMATEL method revealed that, based on D-R values, the environmental dimension had the most significant impact on urban resilience among the four dimensions of urban resilience with a value of 1.18. Furthermore, the ANP results indicated that natural hazards and disasters within the environmental dimension, urban infrastructure in the physical dimension, and employment rate in the socio-economic dimension exerted the highest influence among the sub-criteria. Additionally, the results of the VIKOR method showed that Region 4 exhibited the highest level of resilience, while Region 12 had the lowest. In general, it can be concluded that municipal regions in the central parts of Tehran have less resilience to crises than other urban areas. Findings help urban planners and managers consider the criteria of the cause group to prioritize prevention programs to increase urban resilience.
