Good urban governance always considers the public welfare and social health of citizens, with its policies and programs framed by specific indicators. This study presents a comparative analysis of the indicators and dimensions of good urban governance from the perspective of citizens, experts, and managers, examining both the current and desired states. The research employs a descriptive-analytical method, exploring the viewpoints of citizens, experts, and urban managers on the state of good urban governance dimensions and the similarities, differences, and extent of alignment or discrepancies among these perspectives. Data were collected through library-documentary methods and questionnaires. 385 questionnaires were distributed to citizens and 48 to experts and managers from the municipality and city council. The tests used in this research, conducted with SPSS software, include paired t-test and Friedman. The results of the comparative analysis of the indicators indicate that, from citizens’ perspectives, consensual orientation, and responsibility are the most critical variables, while managers emphasize responsibility and comprehensive justice. Eventually, the radar charts resulting from the paired data analysis revealed a significant gap between the current and desired states from the perspective of citizens and managers. Specifically, citizens perceive transparency and responsibility as having the highest mean with a current score of 2.47, and desired scores of 3.99 and 4.02, respectively.
