شناسایی مؤلفه‌های توسعه‌ی شهر فراگیر با تأکید بر حقوق شهروندی (مطالعه موردی: شهر قائن/ استان خراسان جنوبی)

چکیده

افزایش شهرنشینی، نارضایتی افراد محروم و آسیب‌پذیر در شهرها و افزایش نگرانی نهادهای بین‌المللی به‌منظور کاهش نابرابری‌ها، موجب شکل‌گیری رویکردهای نوین در برنامه‌ریزی شهری مانند شهر فراگیر گردیده است. رویکرد شهر فراگیر با هدف توزیع برابر منابع و امکانات میان همه‌ی ساکنان شهر و تحقق حقوق شهروندی به‌دنبال برقراری عدالت در مناطق شهری می‌باشد. با توجه به تأثیر برنامه‌ریزی شهر فراگیر در تحقق حقوق شهروندی، پژوهش حاضر با هدف شناسایی مؤلفه‌های توسعه‌ی شهر فراگیر در شهر قائن با تأکید بر حقوق شهروندی نگارش شده است. در این راستا، روش تحقیق از نظر هدف کاربردی و از نظر ماهیت تحلیلی- اکتشافی می‌باشد که به‌منظور تجزیه و تحلیل داده‌ها نیز از معادلات ساختاری مبتنی بر واریانس با روش حداقل مربعات جزئی در نرم‌افزار Smart-pls استفاده شده است. جامعه‌ی آماری تحقیق نیز شامل مدیران و مسئولان شهری و نخبگان دانشگاهی است که با توجه به مشخص نبودن تعداد جامعه‌ی آماری، حجم نمونه با استفاده از روش کوهن 90 نفر تعیین گردیده است. یافته‌های تحقیق نشان می‌دهد که به ترتیب بیشترین اثرگذاری بر تحقق شهر فراگیر قائن با تأکید بر حقوق شهروندی مربوط به مؤلفه‌های مدنی، اجتماعی، سیاسی و فرهنگی، با ضرایب 791/0، 724/0، 639/0 و 579/0 می‌باشد. در بین مؤلفه‌های فرعی نیز بیشترین اثرگذاری مورد مربوط به مؤلفه‌های اجرای یکسان قوانین برای همه با درنظرگیری اقشار و گروه‌های مختلف جامعه، ایجاد فرصت پیشرفت در زندگی برای همه در ابعاد مختلف اقتصادی، اجتماعی و فردی، آزادی بیان و عقیده و ایجاد زمینه‌ای برای تشکیل اجتماعات و انجمن‌ها برای اقشار و اصناف مختلف در زمینه‌ی پیگیری حقوق خود است.

چکیده [English]

The increase in urbanization, the dissatisfaction of deprived and vulnerable people in cities and the increasing concern of international institutions in order to reduce inequalities have led to the formation of new approaches in urban planning such as the inclusive city. The inclusive city approach is aimed at equal distribution of resources and facilities among all city residents and the realization of citizen's rights, seeking to establish justice in urban areas. Considering the impact of inclusive city planning on the realization of citizenship rights, the present research was written with the aim of identifying the components of inclusive city development in Qaen city with emphasis on citizenship rights. In this regard, the research method is applied in terms of its objective and in terms of analytical-exploratory nature, and in order to analyze the data, were used structural equations based on variance with partial least squares method in Smart-pls software. The statistical population of the research also includes managers and city officials and university elites, and due to the unknown number of the statistical population, the sample size was determined using Cohen's method of 90 people. The findings of the research show that the highest impact on the realization of the inclusive city of Qaen with emphasis on citizenship rights related to civil, social, political and cultural components, with coefficients of 0.791, 0.724, 0.639 and 0.579 respectively. Among the sub-components, the most effective is related to the same implementation of laws for everyone, taking into account different strata and groups of society, creating opportunities for progress in life for everyone in different economic, social and personal dimensions, freedom of expression and opinion, and creating a basis for the formation of communities and the associations are for different classes and guilds in the field of pursuing their rights.
