چکیده
چکیده
تولید فضا و مکان یک پدیده سیاسی و مفهومی کلیدی در جغرافیاست که با ابعاد اجتماعی و انسانی جوامع درآمیخته است. به همین دلیل، برنامه‌ریزی فضایی نیازمند درک عمیق‌تری از عوامل انسانی-اجتماعی و منافع آنها است. در این میان، مناطق کلانشهری ، به دلیل تمرکز قدرت و ثروت، دارای پیچیدگی‌های فضایی-اجتماعی ویژه‌ای هستند و سازمان‌یابی­فضایی آنها با ساختارهای قدرت در ارتباط مستقیم است. هدف این پژوهش، شناسایی بازیگران کلیدی در سازمان‌یابی­­فضایی منطقه­­کلانشهری کرج در بازه زمانی ۱۴۰4–۱۴۰3 است. متغیرهای پژوهش شامل سازمان­­فضایی و بازیگران کلیدی از نهادهای حکومتی- دولتی، حکومتی- عمومی، خصوصی، تشکل‌های غیردولتی و خانواده می‌باشد. پژوهش از نوع کاربردی و با روش ترکیبی (اسنادی و پیمایشی) و بهره‌گیری از تکنیک تحلیل ساختاری (MICMAC) انجام شده است. نتایج مدل تحلیل ­ساختاری نشان داد که بازیگران کلیدی­ در فرآیند سازمانیابی­­فضایی منطقه­کلانشهری کرج، از زیرمجموعه نهادهای حکومتی- ­دولتی، شامل شورایعالی شهرسازی ­و­ معماری، وزارت کشور، استانداری، شورای برنامه­ریزی ­و ­توسعه استان، شرکت بازآفرینی­­شهری ایران، شرکت عمران شهرهای ­جدید، اداره کل راه­­و­­شهرسازی، بنیاد مسکن استان، سازمان مدیریت­­و­­برنامه­ریزی استان و نیز زمین­داران بزرگ، که زیرمجموعه بخش خصوصی است، می­باشند. همچنین، نتایج نشان داد که؛ روند تصمیم­گیری­های مدیریتی در منطقه­کلانشهری کرج، همانند دیگر نقاط سکونتگاهی کشور، فرآیندی از بالا به پایین است و نهادهای سطوح محلی و شهروندان در آن ضعیف­ترین جایگاه را دارند. در این میان، ملاکین و گروه های قدرتمند، از طریق دولت در تهیه طرح‌های توسعه و تحولات فضایی، نقش مؤثری ایفا می‌کنند.

چکیده English

Abstract
The production of space and place is a political phenomenon and a key concept in geography, closely linked to the social and human dimensions of society. As such, spatial planning requires a deeper understanding of human and social factors and their interests. Metropolitan areas, due to their concentration of power and wealth, possess specific spatial-social complexities, and their spatial organization is directly tied to power structures. This study aims to identify the key actors involved in the spatial organization of the Karaj metropolitan region during 2024–2025 (1403–1404 in the Iranian calendar). Research variables include spatial organization and key actors from governmental- state, governmental-public, private, non -governmental, and household sectors. The research is applied in nature and conducted using a mixed-methods approach (documentary and survey-based) and the MICMAC structural analysis technique. The results indicate that the key actors influencing the spatial organization of the Karaj metropolitan region are primarily from governmental-state institutions, such as the Supreme Council for Urban Planning and Architecture, Ministry of Interior, Governor’s Office, Provincial Planning and Development Council, the Iran Urban Regeneration Company, New Towns Development Company, Provincial  Department of Roads and Urban Development, Housing Foundation, and the Provincial Management and Planning Organization. Large private landowners also play a critical role. Furthermore, findings show that the decision-making process in Karaj, like other urban areas in Iran, is predominantly top-down, with local institutions and citizens having minimal influence. In this structure, landowners and powerful groups exert significant influence on spatial development through their connections with the state.

Extended Abstract

Introduction

The spatial organization of metropolitan areas constitutes one of the most complex subjects within urban and regional planning. At this scale, space functions as a framework for the interaction of diverse activities, institutions, and decision-making processes. In such contexts, the distribution of power, resources, and responsibilities among a wide range of actors—including governmental bodies, the private sector, and local organizations—plays a decisive role in shaping patterns of spatial growth and development. Consequently, a systematic understanding of the interactions among these actors, as well as the identification of their respective positions and roles, provides a critical foundation for effective policymaking and spatial planning at the macro, meso, and micro levels.
In recent decades, accelerated urbanization, the expansion of metropolitan boundaries, and the increasing concentration of population and activities in peripheral zones have given rise to complex spatial systems characterized by a high degree of interdependence among physical, economic, environmental, and institutional decision-making processes. The Karaj metropolitan region exemplifies this condition. Owing to its proximity to Tehran and its intermediary position within the national settlement system, the region is shaped by both national-level policy interventions and local development dynamics. Consequently, its pattern of spatial organization reflects the interaction of multiple forces operating across different scales of urban and regional governance.
 

Method

The primary objective of this research is to identify and elucidate the roles of key actors in the spatial organization of the Karaj metropolitan region, with particular emphasis on the causal and reciprocal relationships among influential institutions and organizations. To this end, the study adopts an analytical–exploratory approach grounded in the structural analysis method, a well-established tool in futures studies and complex systems analysis that enables the simultaneous examination of interdependencies and influence relationships among multiple factors. Data were collected through a combination of documentary and field-based methods. These included library research, analysis of upper-level urban plans and policy documents, and semi-structured interviews with 25 experts and specialists in urban planning, regional planning, and urban management in Alborz Province. The selected participants possessed not only professional familiarity with the national planning framework but also in-depth knowledge of spatial development processes in Karaj and its surrounding areas
In the initial stage, theoretical review and analysis of higher-level documents led to the identification of 32 variables as preliminary factors influencing the spatial organization of the Karaj metropolitan region. Subsequently, expert judgment was employed through the completion of a cross-impact matrix questionnaire to determine the relationships among these variables. The resulting data were analyzed using MIC MAC software, which calculates the influence and dependence indices of variables. This process facilitated the mapping of system dynamics and, ultimately, the identification of key and strategic variables shaping the metropolitan spatial structure.
 
 

Results

The findings of the structural analysis indicate that a number of national- and provincial-level institutions play a dominant role in shaping the spatial organization of the Karaj metropolitan region. Key actors include the Supreme Council for Urban Planning and Architecture, the New Towns Development Company, the Iranian Urban Regeneration Company, the Alborz Provincial Governorate, the Agricultural Jihad Organization, the Organization of Industry, Mine and Trade, the Housing Foundation of the Islamic Revolution, and the county governorates. These institutions occupy the highest positions in terms of influence within the system, and their policies and decisions largely determine the overarching trajectory of spatial transformation across the region. In contrast, local-level actors—such as city councils, municipalities, community-based organizations, and certain private investors—function primarily as recipients of influence rather than as active decision-makers.
 
Beyond formal institutional actors, landowners and landlords emerge as influential stakeholders in processes of physical development and land-use change, particularly within informal spatial dynamics. Operating through informal networks and economic linkages, these groups exert considerable influence over urban decision-making, frequently redirecting or reshaping officially adopted development plans and policy frameworks.
 
An examination of inter-actor relationships further reveals that the decision-making structure governing the Karaj metropolitan region is highly centralized and predominantly top-down. Policy formulation is largely driven by national and provincial authorities, while the participation of local institutions and participatory mechanisms remains limited. This configuration has contributed to a degree of structural instability within the regional planning system, as heavy reliance on central government decisions—combined with overlapping institutional mandates—has hindered the establishment of a coherent and integrated spatial management framework.
 

Discussion and Conclusion

In general, the findings of the study indicate that governmental and quasi-governmental organizations constitute the primary driving forces in the spatial organization of the Karaj metropolitan region. Owing to their extensive institutional resources, formal authority, and legally sanctioned mandates, these actors exert a decisive influence over the direction and configuration of spatial development.
In terms of relative significance, landowners and major property holders rank next, functioning as key economic stakeholders within the regional system. Through strategic interaction with formal institutions and, at times, by influencing local decision-making processes, they consolidate and reproduce their role in shaping spatial transformations. Accordingly, the spatial system under investigation may be characterized as semi-stable, operating under the simultaneous pressures of top-down institutional directives and bottom-up socio-economic dynamics.
The findings further suggest that enhancing the effectiveness of the planning system and achieving sustainable spatial organization require the institutionalization of stronger mechanisms for cooperation and coordination among diverse actors. In particular, clarifying and redefining the mandates of overlapping institutions, increasing transparency in decision-making processes, and establishing structured participatory frameworks between governmental bodies and local stakeholders constitute essential prerequisites for balanced and sustainable development in the Karaj metropolitan region.
