آینده‌پژوهی راهبردی کلانشهر اصفهان (بر مبنای آنالیز چالش‌ها با مدل علت و معلولی)

چکیده

عدم وجود نگاه آینده‌پژوهانه در نظام توسعه شهری از عوامل عمده ضعف نظام برنامه‌ریزی شهری در نظر گرفته شده است، از این­رو ضروری است تا آینده را در چارچوب مدل­های آینده­پژوهی و با رویکرد برنامه‌ریزی شهری قابل فهم کرده تا از چالش‌های پیش رو با حداقل آسیب عبور نمائیم. این پژوهش، با هدف آینده پژوهی در برنامه‌ریزی و مدیریت شهری با رویکرد شناخت چالش­های آینـده در حـوزه برنامه‌ریزی شهری کلانشهر اصفهان و شناخت راهبردهای اجرایی به منظور کاهش چالش‌ها از دیدگاه متخصصان و مدیران اجرایی نگاشته شده است. در این تحقیق در گام اول با استفاده از نظر خبرگان و کارشناسان اجرایی حوزه مدیریت شهری  و مدل دلفی، تعداد 16 عامل به عنوان چالش‌های کلیدی شهر اصفهان در آینده تبیین گردید. درگام دوم از روش دیمتل به منظور تجزیه­وتحلیل و رتبه‌بندی عوامل علی و معلولی استفاده شد. نتایج حاصل از تجزیه و تحلیل علی و معلولی دیمتل نشان می‌دهد که عدم مدیریت یکپارچه و کارآمد شهری، الحاقات به شهر اصفهان و تراکم فروشی شهرداری اصلی‌ترین و تاثیرگذارترین عوامل در ایجاد بحران‌های آینده شهر اصفهان هستند و در نهایت با استفاده از نظر خبرگان و استفاده از مدل دلفی کارآمدترین راهکارها با توجه به معضلات مطرح شده تعیین و با استفاده از مدل  آنتروپی شانون رتبه­بندی شده است. نتایج نشان می‌دهد که مهمترین راهبردهای برون‌رفت از معضلات کلانشهر اصفهان برنامه ریزی و دیدگاه یکپارچه به مسائل شهری و استقرار مدیریت یکپارچه شهری، تهیه و تدوین طرح جامع شهری با رویکرد­های نوین و برنامه­ریزی با مشارکت مردم ( مردم برای مردم) است.

Strategic Future Studies in Isfahan Metropolis: The analysis of challenges through the cause and effect model

As lack of futuristic vision in the urban development system is considered as one of the main weaknesses of the urban planning system, it is necessary to understand the future in the framework of futuristic models with an urban planning approach to minimize the challenges ahead. This study has been conducted with the aim of researching the future in urban planning and management with the approach of recognizing future challenges in the field of urban planning in Isfahan metropolis and recognizing executive strategies to reduce challenges from the perspective of experts and executives in the field of urban management and Delphi model. In doing so, first, 16 factors were identified as key challenges in the future of the city of Isfahan. Then, the Dimetal method was used to analyze and rank the causes and effects. The results of the analysis show that lack of integrated and efficient urban management, extensions to the city of Isfahan and overcrowding of the municipality are the main and most effective factors in creating future crises in the city of Isfahan, and finally using the experts' opinions and the Delphi model, the most efficient solutions are determined according to the problems raised and ranked using the Shannon entropy model. Using Shannon's entropy model. The results also show that the most important strategies for overcoming the problems of Isfahan metropolis include planning and an integrated view of urban issues and the establishment of integrated urban management and a comprehensive urban plan with new approaches and finally planning for the participation of people (i.e. people for people).
