تدوین الگوی توسعه‌ی شهر هوشمند با تأکید بر شاخص‌های شهر آموزش‌دهنده (مطالعه موردی: شهر قائن)

چکیده

امروزه با توجه به افزایش مسائل و مشکلات شهرها ناشی از گسترش فزاینده‌ی شهرنشینی، کاربست رویکردهای نوین در برنامه‌ریزی شهرها به‌منظور دست‌یابی به توسعه‌ی پایدار ضرورتی اجتناب‌ناپذیر می‌باشد. در این راستا، یکی از رویکردهای تأثیرگذار بر توسعه‌ی پایدار شهرها، برنامه‌ریزی به‌منظور هوشمندسازی آنها بوده است. با توجه به اهمیت رویکرد هوشمندسازی در برنامه‌ریزی شهرهای امروزی، هدف از تحقیق حاضر تدوین الگوی توسعه‌ی شهر هوشمند با تأکید بر شاخص‌های شهر آموزش‌دهنده در شهر قائن می‌باشد. از این‌رو، روش تحقیق از نظر هدف کاربردی و از نظر ماهیت تحلیلی-اکتشافی بوده که به‌منظور تجزیه و تحلیل داده‌ها از روش مدل‌سازی معادلات ساختاری در نرم‌افزار AMOS استفاده شده است. قابل ذکر است که جامعه‌ی آماری تحقیق شامل نخبگان دانشگاهی و مدیران شهری قائن بوده و با توجه به مشخص نبودن تعداد حجم جامعه‌ی آماری، از طریق فرمول کوهن در سطح اطمینان 95 درصد، 90 نفر به‌عنوان حجم نمونه تعیین شده است. یافته‌های تحقیق نشان می‌دهد که مهمترین متغیرهای تأثیرگذار بر تحقق‌پذیری شهر هوشمند در شهر قائن به ترتیب عبارتند از مدیریت هوشمند، محیط هوشمند، شهروند هوشمند، اقتصاد هوشمند، تحرک هوشمند و زندگی هوشمند که میزان تأثیرگذاری آنها بر مبنای مدل ساختاری 89/0، 81/0، 73/0، 65/0، 58/0 و 52/0 محاسبه شده است. همچنین نتایج حاکی از آن است که رویکرد آموزش (شهر آموزش‌دهنده) می‌تواند نقش محوری در تحقق شاخص‌های شهر هوشمند قائن از طریق برنامه‌ریزی در سه بعد امکانات آموزشی، محیط شهری و شهروندان ایفا نماید. در این راستا می‌توان گفت که حدود 64 درصد از تحقق شهر هوشمند قائن را وجود و تحقق شاخص‌های شهر آموزش‌دهنده تبیین می‌کند.

Presenting a Smart City Development Model with an Emphasis on the Characteristics of Education City (Case Study: Qaen City)

چکیده English

Currently applying new approaches in urban planning in order to achieve sustainable development is an inevitable necessity due to the increasing problems of cities following the increasing expansion of urbanization. In this regard, one of the effective approaches to the sustainable development of cities has been planning to make them smarter. Given the importance of the smart approach in planning cities today, the purpose of this study was to present a smart city development model with emphasis on the characteristics of education city in Qaen. Therefore, the research method is applied in terms of purpose and analytical-exploratory in nature. Structural equation modeling method in AMOS software was used for this study. The statistical population consisted of academic elites and Qaen managers. Due to the uncertainty of the number of statistical populations, through Cohen's formula at the 95% confidence level, 90 people were selected as the sample members. The results showed that the most important variables affecting the feasibility of smart city in Qaen are smart management, smart environment, smart citizen, smart economy, smart mobility and smart life, which have an impact rate of 0.89, 0.81 0, 0.73, 0.65, 0.58 and 0.52, respectively. The results also indicated that the education approach (education city) can play a pivotal role in achieving the indicators of Qaen smart city through planning three dimensions: educational facilities, urban environment, and citizens. In this regard, it can be said that about 64% of the realization of Qaen smart city is explained by the existence and realization of the indicators of education city.
