چکیده
مدیریت مطلوب شهری فرایندی است که براساس کنش متقابل میان سازمان‌ها و نهادهای رسمی اداره شهر از یک طرف و نهادهای غیررسمی جامعه مدنی و عرصه عمومی از طرف دیگر شکل می‌گیرد و هدف از انجام آن اداره بهتر سرزمین و عرضه خدمات بهتر و بیشتر به شهروندان است. با ایجاد الگوهای رایج مدیریت مطلوب شهری به عنوان جایگزینی برای مدل سنتی مدیریت شهری انتخاب گردید. برای این کار پس از مطالعۀ ادبیات پژوهش و شناسایی 12 عامل نقش‌آفرین در مدیریت مطلوب شهری در کلان‌شهر تهران مبتنی بر رویکرد نگاشت علّی و گنجاندن آن‌ها در پرسشنامۀ نیمه‌بستۀ مبتنی بر طیف لیکرت با استفاده از روش نمونه‌گیری نوعی، 31 نفر از خبرگان شناسایی و پرسشنامه میان آن‌ها توزیع شد. برای غربالگری داده‌ها از میانگین نظر خبرگان بر پایۀ منطق فازی استفاده شد. سپس پرسشنامه‌ای با ساختاری ماتریسی برای کشف روابط علّی میان عوامل تهیه شد. پس از حصول اطمینان از عدم وجود رابطۀ معنادار میان شاخص‌های خبرگی خبرگان و شاخص‌های پیچیدگی و دامنۀ نقشه‌های شناختی و نیز بررسی تشابه تقشۀ شناختی خبرگان که نشان می‌داد ویژگی‌های شخصی و عضویت خبرگان در سازمان‌های مختلف نتوانسته است میان نقشه‌های خبرگان تفاوت معناداری ایجاد کند، نسبت به استخراج نقشۀ مورد اتفاق خبرگان مبتنی بر روابط به نسبت قوی میان عوامل اقدام شد. نتیجۀ به یک مدل منجر شد که براساس آن عوامل مدیریت مطلوب شهری مبتنی بر رویکرد نگاشت علّی شامل: پاسخگویی مدیران، مشارکت شهروندان، برنامه‌ریزی، تمرکز‌زدایی، اثربخشی دولت، حاکمیت قانون، مبارزه با فساد، مدیریت یکپارچه، مسئولیت‌پذیری، کارایی و اثربخشی، شفافیت، عدالت‌محوری است.

Optimal urban management is a process that is formed based on the interaction between organizations and official institutions of the city administration on one side and informal institutions of civil society and the public arena on the other. The optimal methods of city administration, traditional urban management has been widely criticized, and the model of urban governance was chosen as an alternative to the traditional model of urban management. The present research is descriptive in terms of practical purpose and in terms of data collection, which aims to describe the understanding of the causal model of optimal urban management in the metropolis of Tehran using From the cognitive mapping as well as the proposal to determine the effective factors on the optimal urban management in Tehran metropolis and determine the causal relationships between the factors. In this research, the number of 64 people from the professors of urban management were considered as the research sample, and the sample selection method is the snowball sampling method. Based on the results of the correlation method of the second degree allocation procedure, it was found that there is a significant linear correlation between the cognitive maps at this level of confidence. Also, the relationship between decentralization and the fight against corruption is 0.81, the relationship between managers' accountability and planning is 0.72, and the relationship between managers' accountability and decentralization is 0.76, the relationship between citizens' participation and accountability is 0.69, the relationship between citizens' participation and the rule of law is 0.79 and the correlation between the rule of law and the fight against corruption is 0.97, leading to the correlation between the two variables of decentralization and transparency being 0.79.
