As descriptive tools, housing indices not only indicate the current status of different dimensions of housing, but also help the macro policy makers of the housing sector to gain a clearer picture of the conditions of housing in the past, present, and future to take appropriate policies and strategies in future. Investigating the status of the housing indices in 17 districts of Mashhad and prioritizing them according to the indices and offering solutions, this study aimed to provide a suitable ground for equality and justice between different districts of Mashhad. The statistical population consisted of all households in Mashhad in 2020 (930,785 households) and the size of sample was determined to be 384 using Cochran's formula. Library and field study methods were used to collect the data and Shannon entropy and ARAS techniques were used to analyze the data. The results of Shannon entropy technique showed that the size of household among the quantity indices, from among the quality indices, the access residential places to shopping centers, and from among the economic indices, the rent to total cost of the household ratio were founded as the most important criteria. Moreover, the results using ARAS technique indicated that all 17 districts of Mashhad are not in equal conditions in terms of quantity, quality and economic indices of housing, and they are categorized into three desirable, semi-desirable, and undesirable levels. The results of this classification can help managers of urban housing to know which districts of Mashhad metropolis should be chosen for achieving equality in sustainable housing regarding the studied indices.
